ADA Compliance Systems

The Disability and Effective Communication System (DEC) was implemented by Riley Consulting Services LLC in response to a class action lawsuit filed on behalf of all current and future inmates and parolees with mobility, hearing, vision, kidney and learning disabilities that substantially limit a major life activity. The DEC solution captures inmate and parolee disability and effective communication needs, accommodations planned based on these needs and accommodations received by the inmate or parolee. In addition, the DEC solution captures housing restrictions and provides the department with a view of ADA accessible beds within each Institution. In addition to up-to-the minute information, DEC maintains historical data so users can quickly check whether an offender has required accommodations in the past to assist them in preparing for an upcoming proceeding.

Parole Suitability

The Lifer Scheduling and Tracking System (LSTS) ensures the accurate processing of Life-Term Inmate (Lifer) hearings and provides the tools needed to meet the requirements of due process, notice, and timeliness. For the first time, a statewide view of inmates and hearings at all institutions is visible to those involved in preparing for, conducting, and processing Lifer hearings. Consolidated data permits easy and accurate reporting on all stages of the Life-Term Parole Suitability Hearing process, as well as easier summarization for senior management and the court. LSTS detects those hearings that are falling behind and permits intervention to put the process back on schedule, thereby reducing and potentially eliminating the hearing backlog.

Parole Revocation

  • Adult - The Revocation Scheduling and Tracking System (RSTS) automated the steps of the parole revocation process according to Valdivia timeframes to ensure parolee’s due process rights. It provided the means to track cases as they moved through the accelerated process. RSTS also provided reports to manage workload and to meet court mandated reporting requirements. RSTS was modified in response to new requirements identified by the court appointed Special Master specifically to track and report the timeliness of Revocation Extension Hearings, remedial sanctions, not in custody (NIC) and dismissal decisions and Optional Waiver Reviews.

  • Juvenile – The Juvenile Revocation Scheduling and Tracking System (JSTS) automated the steps of the CDCR Division of Juvenile Justice revocation process according to the L.H. timeframes to ensure public safety and to ensure due process of law to all juvenile wards in the revocation process to the satisfaction of the court. The solution provided access to accurate, relevant and timely statistical and management reports that specifically address the concerns in the stipulated order dated June 4, 2008.
